Rotem was elected to the post of Chief of Staff to Foreign Minister following the 1996 Israeli national elections. He served in this capacity under Prime Minister Benjamin Netanyahu and then Foreign Minister David Levy. In 1999, Rotem was reappointed as Chief of Staff to Foreign Minister. Rotem was appointed to his second overseas assignment in 1999 as Consul General of Israel, Los Angeles, California. This post covered most of the Western USA, including Utah, Arizona Colorado, Nevada and Hawaii. It also included Southern California. Rotem was close to the Jewish Community of Los Angeles. He often visited the community and spoke to them. Rotem was made Ambassador in 2003 by Benjamin Netanyahu, the then Foreign Minister. Rotem was the youngest career Diplomat to be appointed Ambassador in the Foreign Ministry.
In 2014, Rotem was appointed Senior Deputy Director General, heading the Israeli Foreign Ministry’s Public Diplomacy Directorate. In this position, Rotem oversaw the activity of the Directorate’s three main parts: The Media and Public Affairs Division, the Division for Cultural and Scientific Affairs and the Bureau for World Jewish Affairs and World Religions.
In October 2016, Yuval Rotem was appointed by Prime Minister Benjamin Netanyahu as the Israeli Foreign Ministry’s acting Director General. Later in 2016 Rotem was permanently appointed as Foreign Affairs Ministry’s Director General.
After his time in the Israel Defense Forces, the Israeli University of Jerusalem taught him Political Science and International Relations. He received his B.A. He received his degree with distinction. Rotem was then invited to participate in special workshops for exceptional students at the Hebrew University of Jerusalem and in a special semester of outstanding Georgetown University students, Washington D.C. where he also served as an Aide for Congressman Richard Gephardt of Missouri. His M.A. was completed in 1988. He received his M.A. degree from the Hebrew University in 1988 and High Honors for his graduate thesis.
