Yelena Borisovna Mikulina was born December 9, 1954 in Buy, Kostroma Oblast (Soviet Union). She began her studies at Yaroslavl State University’s Faculty of Law and History in 1972. This is where she met Mikhail Mizulin, her future husband. After their fourth year at university, they were married. She received a law degree in 1977 and was a research assistant at the university.

In December 1995, Muzilina was elected a member of parliament Duma from the Kirov region representing the political party Yabloko. As a result, she resigned her position in the Federation Council in January 1996.

In 1985, she was appointed Senior Research Associate at Yaroslavl State Pedagogical University named K.D. Ushinsky. Later, her husband admitted that he had used his position as head of ideology in Yaroslavl Oblast for the Yelena job. Muzilina was promoted to head of the department of Russian History in 1987. She remained the head of the faculty until 1990. She was a Communist Party member until 1991.

She currently represents the region of Omsk as a representative of the A Just Russia social democratic party.

She worked as a consultant and, from 1984 on, as the head consultant at Yaroslavl’s regional court. Parallel to this, she earned a Candidate of Sciences via distance learning at Kazan State University. She successfully defended her 1983 dissertation, “The nature and scope of supervision review in criminal proceedings (based on material provided by Yaroslavl Regional Court).”

In 1993, she joined the Russian legislature from the political union “The Russian Choice” and was elected to the Federal Council (upper house of parliament in the Russian Federation), where she became the Deputy Chairman of the Committee on Constitutional Legislation and Judicial and Legal Matters, a member of the Committee on Regulation of Parliamentary Procedures.
