Vitaly Balasanyan is one of the most popular and richest Politician who was born on March 5, 1959 in Askeran, Artsakh. Vitaly Balasanyan (Armenian: Vitali Balasanyan born on 5 March 1959) was director of the National Security Council of the Republic of Artsakh and an ex-presidential candidate and the retired Major General.

As of 2012 Balasanyan became the primary opposition candidate to Bako Sahakyan during the 2012 NKR Presidential Elections. He was able to win 33 percent of the votes. Balasanyan was re-elected into Parliament to the 4th time since the year 2015.

After the start of 2016 Armenian–Azerbaijani clashes he helped coordinate Armenian defense in Askeran direction, where he was previously a commander, rising to social media prominence after a series of interviews.

Balasanyan left the military in 2005 . He was elected to the NKR National Assembly as a candidate for the Armenian Revolutionary Federation, the Dashnaktsutyun. From 2007 until 2010, he served as an advisor on behalf of the President Artsakh Bako Sahakyan and was elected to the parliament in the year 2010. In 2011, he was awarded an award at Armenia’s State University of Economics. From 1977 until 1979, He was during from 1977 to 1979 in the Soviet Army and subsequently lived and worked in his home town of Askeran. The month of February, 1988 saw Balasanyan was involved in the very first violent incident in the Karabakh conflict. An Azerbaijani group attempted to move through Agdam and Stepanakert however, it was stopped by Askeran where fighting broke out.

In the year 1990, Balasanyan was appointed commander of the Askeran region’s self-defense, and later in December 1991 a member of the Supreme Council of the Republic of Artsakh. He was the leader of his forces in defense against Askeran between 1992 and 1993 and, during June-July 1993, was a crucial commander during the Battle of Aghdam and subsequent fighting as the commander for the Askeran defense district. The year 1997 saw Balasanyan was appointed the initial commander of the newly created Mardakert mountain-rifle regiment and was in 1999 was promoted to deputy defense minister for the Republic of Artsakh in charge of affairs for veterans. Balasanyan achieved an honorary rank in the year 2000 and in 2002 was the 8th person given the title of Hero in Artsakh.

In November 2016, Balasanyan was appointed secretary of the National Security Council of the Republic of Artsakh.
