After having graduated from Hatboro Horsham High school in the year 1989 Stephens went on to Shippensburg University and earned an associate’s degree in government. Following the completion of his undergraduate studies, he began working in a brief time as an insurance representative and then became a secretary at the Montgomery County Prothonotary’s Office. Stephens was eventually promoted to the post of Second Prothonotary’s Deputy.

On November 2nd 2010 Stephens won over Taylor in the match-up of their race from 2008 and won 53.05 percentage of vote in the 151st District seat within the Pennsylvania House of Representatives.

Along with his full-time job within the Prothonotary’s Office, he worked two jobs part-time and went to Widener University School of Law in the evenings. The year 2000 saw Stephens was a graduate of Widener and received his bar admission and started working as an Assistant District Attorney within the Pre-Trials Division of Montgomery County District Attorney’s Office. In 2001 Stephens was elevated into the Trials Division and assigned to the Sex Crimes Unit, where the unit prosecuted crimes committed against children.

In 2004 Stephens became as Special assistant United States Attorney. In his time with the U.S. Attorney’s Office, Stephens was assigned to the Firearms Unit where he prosecuted people who had violated federal gun laws.

Stephens served as the Captain of the Sex Crimes Unit, the C.L.E.A.N. Team, the Firearms Unit, and the Major Crimes Unit. Upon his resignation in July 2010, he achieved a 99 percent conviction rate as a prosecutor with more than 1500 convictions, and 18 homicide convictions.
