Sylvie Goulard (born 6 December 1964) is an French public servant and politician who worked in the position of Minister of Armed Forces from 17 May until 21 June 2017 under the First Philippe government. She was forced to resign together with others Democratic Movement (MoDem) ministers in the days before it was discovered that the MoDem was investigated over possible false employment of parliamentary assistants. On January 17, the 17th of January, Goulard became Deputy Governor at the Bank of France, succeeding Denis Beau.

In the year 2006, Goulard was elected as president of the Mouvement Europeen France (ME-F) in the wake of Pierre Moscovici, who had also was a candidate.
