Serafim Urechean (born 2 February 1950 in Larga village in Briceni rayon) is a Moldovan politician from Moldova. He served as the chief of the Chisinau municipality (1994-2005) and interim premier in Moldova. Republic of Moldova (5 – 17 February 1999). He was leader of the opposition party Our Moldova Alliance (2003 – 2011) as well as the second deputy chairperson of Parliament of the Republic of Moldova (2009 to 2010) and the president of the Court of Accounts of the Republic of Moldova (2011 until 2016).

After completing the Middle School in his native village, he pursued his studies in the Polytechnic Institute in Chisinau, located in the Faculty of Civil and Industrial Engineering (1969-1974) that completed his studies in

1974. He was awarded the title of construction engineer. He was an active part of the Communist Party of the Soviet Union.

In 1978 he was co-opted within the political structures of Briceni district. He held the position of Head of Department for Industrial and Constructions Development, Second Secretary of the District Committee of the Communist Party of Moldova in Briceni (1978–1983).
