Savali Talavou Ale is one of the most popular and richest Politician who was born on September 5, 1953 in Fagali'i, Apia, Samoa. After finishing his studies at Leone High School, he was enrolled in his first Cannon’s College of Commerce and then earned the degree of Bachelor in Science in business Administration at California Baptist College in 1977. He also completed summer courses on the University of Hawai’i (1978) and Oregon University (1978) and at the University of Hawai’i (1979). Later, he moved back in American Samoa where he became an educator for Leone High School. He then worked at the Tax Office and as the manager of the payroll division for the Van Camp Seafood Company.

On the 7th of November, 2006, Speaker, Matagi Mailo McMoore was defeated in members of the House of Representatives in the general election. Savali who was vice-president of the House from 2005 until 2007 became Speaker of the American Samoa House of Representatives in January 2007 when receiving 11 greater votes over his rival long-time Rep. Gaoteote-Palie Tofau.

Savali was challenged by Ituau Rep. Taotasi Archie Soliai for the Speakership in 2010, but Savali won re-election as Speaker. Rep. Taotasi Archie Soliai once again challenged Savali for the position of Speaker of the 33rd legislature (2013–2015) in January 2013. Ale defeated Soliai with a vote of 13-7. Rep. Soliai was later defeated for re-election on November 4, 2014, in the general election.

He was unanimously re-elected Speaker of the House of Representatives for the 34th Legislature on January 3, 2015.

Savali was elected first as a member of Savali’s seat of the American Samoa House of Representatives in the elections of 1981 and was reelected in into the 1980s and until the decade of 2010. In the 2010s, the Speaker of the House appointed him chairman of the Budget and Appropriations Committee, the position that permitted Savali to make use of his knowledge of commerce. Another of his committee tasks was to be involved in the revision of the American Samoa Constitution.
