Samuel Pagdilao is one of the most popular and richest Police Officer who was born on February 13, 1957 in General Santos, South Cotabato, Philippines. Pagdilao was born 13 February 1957 to retired Colonel , and the incumbent Pinili, Ilocos Norte Mayor Samuel Salviejo Pagdilao, Sr. and the former Mayor Anunciacion Duldulao-Pagdilao of Cotabato City. His brother, the Police Director Joel D. Pagdilao, is the current Chief of National Capital Region Police Office. His family later relocated into General Santos City, where was where he was raised.

Following his time in the Philippine Constabulary, he held various positions within the PNP. In 1997 He was appointed the Chief of Police of the Caloocan City Police Station from 1997 until 2001. He also served as representing Philippines Republic of the Philippines to the International Coalition Planning Center for Operation Iraqi Freedom in US Central Command headquarters in Tampa Bay, Florida from April to November of 2003.

ACT-CIS Party-List was elected in 2013 midterm elections with 377,165 votes, ranking 20th overall. In Congress, Pagdilao authored 38 House bills and resolutions, and co-sponsored 114 measures. He was selected as Vice Chairperson of the House Committee on Public Order and Safety. He was a member for the majority of the following committees: Banks And Financial Intermediaries; Dangerous Drugs; Energy; Information And Communications Technology; Justice; Metro Manila Development; Mindanao Affairs; National Defense And Security; Peace, Reconciliation And Unity; and, People’s Participation.

On October 13, 2015, Pagdilao announced his senatorial bid for the 2016 elections at the University of the Philippines Bahay ng Alumni, after which he proceeded to the Commission on Elections to file his Certificate of Candidacy. He was placed 31st overall in the official count of the COMELEC’s National Board of Canvassers.

In an interview on radio Pagdilao said that he went to Dadiangas West Elementary School for his primary education. He also was a student at an institution called the Notre Dame of Cotabato for an entire year, and then moved onto Mindanao State University – General Santos Basic Education Department to finish his secondary education. Later, he was admitted to the highly regarded Philippine Military Academy (PMA) and was selected as the first captain or baron (equivalent to the office of a company’s president) for his group, which was the Matapat class of 1979. As the First Captain, he serves as the immediate assistant to Commander of Cadets for the discipline, administration in the interior and overall effectiveness for the Cadet Corps.

Samuel Duldulao Pagdilao, Jr. (born on 13th February 1957) is an ex- Filipino Police officer, who was a member within the House of Representatives from 2013 until the year 2016. Pagdilao was the Director General for the Philippine National Police (PNP) with multiple posts and earning a host of awards and distinctions during his 34 years as an officer in the police force.

Pagdilao earned his degree from PMA with an Associate of Science degree in 1979. From 1979 to 1986 the junior officer was part from the 60th Battalion of the Philippine Constabulary which was the precursor to the PNP. Then, he went to an undergraduate course at the Faculty of Civil Law of the University of Santo Tomas (UST) where the Bachelor of Laws and acclamation in 1987. He earned his Master of Public Administration at Manuel L. Quezon University in the year 1995. Pagdilao was also the founder of the Special Action Force.

From 2006-2007, Pagdilao was the Spokesman and Chief of the Public Information Office of the PNP. He held a number of high-ranking positions in district and regional levels. From July to October 2010, he was the Regional Director of Police Regional Office 6 and from October 2010 to April 2011, he was the Regional Director of Police Regional Office 4A CALABARZON. His last stint in the agency was as the Chief of Criminal Investigation and Detection Group (CIDG).
