She created Homeland Defense Strategic Thrust in 1999 to conduct research on terrorist organizations and hostile countries. In 2001, the department was expanded to the ANSER Institute of Homeland Security to educate the public about national security.
David was the Director of the Development Testing Center from 1991 to 1994. He managed a wide range of engineering testing facilities. She was named Deputy Director for Science and Technology at the Central Intelligence Agency in 1995 and was responsible for providing advice to the agency regarding science and technology. She proposed a radical new strategy for the agency to address the rapid growth of information and the impact of the internet revolution. David and Joanne Isham, her deputy, recognized the need to seek partnerships with the private sector and instead of procuring technology once it had been developed. They suggested that technology should be acquired at the stage of development by the private sector, as technology was moving faster than the government’s procurement program. She suggested that technology be used to streamline processes and shift away from collecting data towards a more analytical, leveraged position of disseminating information and exploiting it.

David started her career at Sandia National Laboratories, Albuquerque (New Mexico) in 1975. As an adjunct professor at University of New Mexico, she taught adaptive and digital signal, microprocessor system design and linear least-squares estimation. She was the Data Systems Development Organization’s supervisor in 1986. This organization developed a remote-controlled digital system to deploy underground nuclear tests at Nevada Test Site. She was transferred to the Federal Aviation Administration in 2003, where she managed the Department of Non-Destructive Test and Electromagnetic Test and Optics programs on aging aircraft.
In 2010, David was inducted into the Women in Technology International Hall of Fame. She was appointed by President Obama as a member of the National Science Board and National Science Foundation in 2012. David retired from ANSER in 2015.
