Ratna Ani Lestari is one of the most popular and richest Politician who was born on December 6, 1965 in Banten, Indonesia. Ratna was born in Banten on 6/12/65, when Banten was still part of West Java. However, she grew up mainly in East Java. After attending elementary school in Kediri and middle school in Banyuwangi she attended high school at Bondowoso. She then moved to Denpasar, Indonesia to study economics at University of National Education. Later, she graduated from Udayana University with a masters degree in management and Brawijaya University with a doctorate of public administration.

In 2005, with the support of her husband, she ran for the office of regent of Banyuwangi at the first direct election. Initially trying to run for PDI-P support, she was unsuccessful in January 2005 party convention despite grassroots support. However, she ran anyway with support from 18 political parties, including the Prosperous Justice Party (although the latter withdrew later). She ran with M Yusuf Nuris, also known as Gus Yus. Because she was well-connected to the local kyai and some PDI-P cadres, she won the support of some supporters of incumbent Samsul Hadi (who did not run for the election). Her appeal was described as “feminine”, “clean” and she engaged in grassroots campaigning, meeting street vendors and going to traditional markets. Ratna, her husband applying in Jembrana, also advocated free education and health programs.

During her tenure, she faced constant protests and opposition from the municipal council which repeatedly tried to remove her from office or disrupt her. For instance, in May 2006 around 12,000 rallied against her free education program (which made education in public schools free but not madrasa) and occupied the municipal government office, and the municipal council released an ultimatum demanding her resignation. She was not in the office during the demonstrations, but returned to work several days later.

Within the five years she was in office, local government revenues more than doubled from Rp 39.5 billion to Rp 87.1 billion. She also approved the extension of a gold mine’s permit despite protests from student and environmental groups. In 2007, Ratna decided to oppose a municipal bill which would ban prostitution in the regency, citing that the prostitutes generated major economic activity. She attempted to commercialize the Blimbingsari Airport, but only managed to attract a flight school and not commercial airlines.

Imam Utomo, East Java governor, swore her in to office on October 20, 2005. This made her the first direct elected and first female Regent for Banyuwangi. She was not sworn into office at the municipal council building, as is typical for regents.

Ratna was found guilty by the Surabaya District Court in 11 February 2013, which initially sentenced her to 5 years in prison before the sentence was changed to 6 years in May 2013. She appealed to the Supreme Court of Indonesia, but her sentence was instead lifted to 9 years in a decision made on 30 December 2014.
