Rolph Payet is one of the most popular and richest Civil Servant who was born on August 4, 1968 in Seychelles. Rolph Antoine Payet, FRGS was born 4 August 1968. He is an international policy expert and speaker on climate and island issues. He was also the first President and Vice-Chancellor of University of Seychelles. From 2012 to 2014, he was the Minister of Environment and Energy of the Cabinet of Seychelles. He is currently United Nations Executive Secretary for the Basel Convention, Rotterdam Convention and Stockholm Convention.

Payet spent 17 years in civil service and was eventually appointed Principal Secretary for Environment between 2003-2007. He revolutionized the environment management in Seychelles as well as international levels during that time. Seychelles’ chief negotiator on the Montreal Protocol, Basel Convention and UNFCCC. He was instrumental in addressing the issues of Small Island Developing States and in implementing the appropriate strategies, institutions, and capacity in Seychelles in order to address these emerging global environment issues.

In 2007, he was elected Fellow of the Royal Geographical Society for his contributions to marine research.

Rolph is a lead author with the Intergovernmental Panel on Climate Change and was involved with the Third and Fourth Assessment Reports. The panel was jointly awarded the 2007 Nobel Peace Prize, and the contribution of many scientists was acknowledged.

Rolph Payet is a founding member/trustee in the Global Island Partnership and the Sea Level Rise Foundation. He also serves as the trustee of the Seychelles University Foundation and the Seychelles Center for Marine Research and Tech, the Island Conservation Society, and the Silhouette Foundation. Dr Payet was also instrumental in increasing visibility and impact for numerous international and regional organisations, such as the International Coral Reef Initiative (cochair 2003-2005), The Global Forum on Oceans, Coasts and Islands, the Seychelles Centre for Marine Research and Technology, the Island Conservation Society, and the Interim Coordinator of the Nairobi Convention UNEP Regional Seas Programme.
