Wales was born 18 January 1955 in Kilmarnock (Scotland). He spent his childhood in Kilmarnock and attended Kilmarnock Academy. He studied at Glasgow University, graduating with a BSc (chemistry) in his final year.

Local authorities were given the right to elect an executive mayor in 2000. This gave them broad decision-making power and allowed them to direct elect their mayor. This model of governance allows the mayor to be directly elected by the voters of the borough for a four-year term. The elected mayor then selects their cabinet which must not exceed 10 councillors.

In 2002 Newham held a referendum and voted for the replacement of the traditional leader and cabinet model with the new directly elected mayoral system. Wales became Labour’s first directly elected mayor in England. He polled 20,384 votes (50.8%).

1978. He was elected to council in 1982, as Castle ward representative. Although he did not contest the 1986 and 1990 elections, he was re-elected as Little Ilford ward councillor in a 1992 by election. He stood again in 1994, but this time in Manor Park. In 1995, Wales was elected to the head of the council. He was elected to Canning Town and Grange Ward councillor in 1998.

Sir Robert Andrew “Robin”, a British Labour Party politician, was born 18 January 1955. He served as directly elected mayor in the London Borough Newham between 2002 and 2018. Before assuming the newly created position, he had been leader of Newham council from 1995 to 2018, having previously served as a councillor between 1982 and 1986, 1992 to 2002, and 2002 to 2002.

Wales, who was 15 years old, joined the Labour Party as a member of the Labour Party in 1970. In 1975-76, he was the chairman of Glasgow University Labour Club. In 1976-1977, he was the chairman of Scottish Labour Students (SOLS). SOLS members are well-known for their 1975 victory over the Militant tendency to retake control of the National Organisation of Labour Students. Wales was part the SOLS contingent that famously took the “icepick express”, a bus covered with posters of Trotsky’s ice pick, to the 1976 NOLS Conference at Lancaster University.

From 2000 to 2006, Wales also served as chairman of the Association of London Government, known as London Councils since 2006. London Councils is a think- tank and lobbying organisation which serves the interests of the 32 London borough councils, plus the City of London Corporation. Wales was recognised in the 2000 Birthday Honours, receiving a knighthood for his services to local government.
