Ricky Wong Waikay (Chinese Wang Wei Ji; born 13/12/61 in Hong Kong) works as a telecom and media entrepreneur. He is also the founder and chairman of Hong Kong Television Network and Hong Kong Broadband Network. He is also a member of United College’s Board of Trustees.
Linus Cheung initially hired Ricky Wong as chief executive of Asia Television (ATV) on 3 December 2008. ATV had been long considered pro-Beijing. The announcement was made that the two would be leading the station’s reform on 4/12. After accumulating losses of HK$300 millions in 2007, the station was losing HK$1,000,000 per day. Ricky Wong was reported as having resigned his ATV job after just 12 days. He denied that he ever quit.
In 2010 he was awarded the Ernst & Young Entrepreneur of the Year China in the ‘Telecom’ category.
Despite all these, Wong’s actions made him to be named Radio Hong Kong’s Icon of the Year in 2013.
The IDD price began to fall by more than 50% due to this increased competition. After lengthy negotiations with the government Hong Kong Telecom International gave up its exclusive license for the provision of certain services and circuits outside of telecommunications in March 1998. In return for a cash settlement of HK$6.7billion, the company agreed to surrender the licence. Official data shows that there have been significant savings in both the mobile and IDD market. In addition, IDD service savings were estimated to be HK$25.5 trillion between 1999 and 2002.

Wong was a former member of Liberal Party in the 90s. He gave up his Canadian citizenship to contest the 2016 legislative elections in Hong Kong Island constituency with the goal to oust Chief Executive Leung Chun-ying but did not win a seat.
Wong founded City Telecom (H.K.), a telecommunications company. Limited (CTI), in 1992, offered alternative international direct dialing services (IDD), which broke the dominant market monopoly. He founded Hong Kong Broadband Network Limited in 1999. This network was designed to offer super-high speed broadband, telephone, and IP-TV services across the territory. The company went on to become the second-largest IP provider in Hong Kong. Global Telecom Business Magazine ranked Wong as the 60th most powerful person within Global Telecoms Business in 2010.
In 2009, Wong’s CTI applied for a domestic free television program service licence and in 2012, he disposed all telecom businesses to focus on the development of his television and multimedia businesses, eventually renaming CTI to Hong Kong Television Network (HKTV). However, HKTV’s application was subsequently rejected in October 2013, prompting Wong to lead HKTV towards the mobile TV and internet shopping industries.
