Richard F. Daines is one of the most popular and richest Physician who was born on February 17, 1951 in Preston, United Kingdom. Dr. Daines was New York’s State Commissioner for Health. He managed a budget exceeding $50 billion and had a staff of over 6,000. Key state policies were designed to improve coverage, safety, quality, and performance of the health care system. Dr. Daines emphasized the importance of childhood obesity in the national health debate and oversaw the implementation of the Commission on Health Care Facilities in the 21st Century (also known as the Berger Commission), which restructured institution health care. He advocated the development of primary care, patient-centered medical homes, and praised the Adirondack Medical Home initiative of the Adirondacks in northern New York as an example of a national model. He created a new office within the State Health Department that would focus on the implementation and development of electronic health records in order to improve the delivery of health care in the state.

He was appointed Medical Director at St. Luke’s Roosevelt Hospital Center in Manhattan in 2000. From 2002 to 2007, he served as President and CEO. To see firsthand the care that patients received, he often worked shifts at the emergency department.

In a farewell message to employees of the New York State Department of Health in December 2010, Dr. Daines quoted Hippocrates: “Art (of medicine) is long. Life is short, opportunity fleeting, experiment perilous, judgment difficult.”

Daines died at age 60 on February 26, 2011 of a sudden cardiovascular event while working at his farm in Dutchess County, New York. He and his wife of 36 years, Linda, also shared an apartment in Manhattan. He was the father of three children, William, Katherine and Andrew.

For more than 25 years, he was a New York City physician. His skills, compassion, and fluency in Spanish made him a beloved member of the hospital’s staff and a favourite among his patients at St. Barnabas Hospital, Bronx. He began his practice in 1978. He was appointed the hospital’s Senior Vice- President for Professional Affairs in 1994.

Richard Daines was born and raised in Logan, Utah. Daines was a 1974 graduate of Utah State University. He served as a missionary in Bolivia for The Church of Jesus Christ of Latter-day Saints from 1970 to 1972. After graduating from Cornell University Medical College, he went to medical school. New York Hospital was where he completed his residency in Internal Medicine. He is board-certified in internal medicine.

In 2009, Daines criticized nutritionist and activist Gary Null for his remarks as a keynote speaker at a political rally against mandatory vaccination of health care workers against H1N1 influenza at the New York State Capitol in Albany, New York. Daines said, “Like any number of things he’s wrong about, he’s wrong about that.”
