Reginald Arthur Brooks, born January 19, 1971, is an American football running back in National Football League. He went to Booker T. Washington High School, Tulsa (Oklahoma).

The Washington Redskins drafted him in the second round 1993 NFL Draft. Brooks was a star rookie with 1,063 yards rushing and a 4.8 average. He was out of football at the end of 1996 NFL season. He played three years for the Redskins, and one with Tampa Bay Buccaneers.

Brooks is best known for his 1992 20-yard touchdown run against the University of Michigan. Brooks caught a pitch ball on an option right and broke six Wolverines tackles. The last knocked Brooks unconscious, he stumbled across the goal-line before collapsing face first in the end zone.

Brooks, like his older brother Tony in 1989, enrolled at Notre Dame. Brooks was originally a defensive back. He converted to tailback in 1991 and was selected for the 1992 starting line-up. Brooks had a huge success during his senior season at Notre Dame. He rushed for 1,372 yards and averaged 8.0 yards per run. Brooks also scored 13 touchdowns. He was named All-American that year and placed fifth in Heisman Trophy voting.

In the 1992 final home game, Penn State defeated the Fighting Irish. Due to heavy snowfall, the first half was a defensive battle between these perennial powerhouse programs. With 16-9 remaining in the fourth quarter, senior quarterback Rick Mirer led an Irish scoring drive of 64 yards. He threw to fullback Jerome Bettis, who was on fourth down, for a score of 3 yards. Notre Dame coach Lou Holtz decided to win for two points and the win, despite being down by one point. The Penn State defense forced Mirer out of the pocket and Mirer switched to passing. Brooks, who was a slot receiver, moved across the field to ensure that the primary receivers were not covered. Mirer threw the ball towards Brooks in the back corner, despite the fact that Brooks had only one reception this season. Brooks caught the ball in a diving catch, and the Irish won 17-16.

He was the winner of the 1995 and 1996 Madden Bowl.
