He attended BJB College for two years and then went on to SCB Medical College in Cuttack. Both places were his top universities. Ramakanta Panda received the Padma Bhushan in January 2010. This is the third highest civilian award given to an Indian citizen by Pratibha Patel, the President of India. Dr. Panda was also awarded the Degree of Doctorate In Science (Honorius Causa), by Utkal University in Orissa, and Utkal Ratna from Oriya Sahitya Samaj. He has been awarded twice by the Central Board of Taxes, Government of India the prestigious Rashtriya Samman Ptra, which is a recognition of his high tax rate. He was elected to the AIIMS governing board.
