The Commission on Appointments (CA) was not in agreement with the appointment of Ubial as Health Secretary, which was announced on October 10th 2017 and ended her term in practice. Kabayan Rep. Her relationship with PhilHealth were a source of contention, and caused 150 of the company’s employees to protest her appointment and cite her decision to stop the salary adjustments and allowances of employees at Philhealth, which led to “extreme demoralization”. Former President and CEO of PhilHealth Hildegardes Dineros disputed the reason for his departure from Philhealth. Dineros claimed that he was forced out of his job from the office of Ubial but did not choose to leave according to her claims.
