Sir Evan Paul Silk KCB (born on February 8, 1952) was a former clerk of the British House of Commons. He was Clerk to the National Assembly for Wales from March 2001 until January 2007 and was the highest ranking official in the Assembly as well as the primary advisor to the Presiding officer who was in charge of all services offered to Assembly Members via the Assembly Parliamentary Service. In 2011 He was appointed the chair of the Commission on Devolution in Wales.

Sir Paul Silk is also a member of the Steering Committee of the Constitution Reform Group (CRG), which is a pressure group comprised of cross-party members and headed by Robert Gascoyne, the 7th Marquess of Salisbury who seeks an overhaul of the constitution in the UK via an amendment to the Act of Union. This CRG’s Act of Union Bill 2018 was introduced as a private Members’ Bill in the presence of Lord Lisvane in the House of Lords on 9 October 2018, the day it received a formal reading. The Bill was called by BBC as “one to watch” in the present Parliament.

In the year 2018, Silk was appointed Chair of the Membership Selection Panel of Glas Cymru. In the year 2019 Silk was elected Vice Chairman of the Representative Body of the Church in Wales.
