Paul James Sheard (born November 25 1954) is an economist from Australia. He is a Senior fellow at the Harvard Kennedy School’s Mossavar-Rahmani Center for Business and Government He was previously Vice Chair for S&P Global. Sheard has been chief economist in Lehman Brothers, Nomura Securities as well as Standard and Poor’s Ratings Services, and S&P Global. Prior to his entry into the financial markets in the year 1995, Sheard worked as an academic economist working on Australia, Japan and the United States, specializing in the Japanese economy as well as the economics of firms. He is an active participant in the World Economic Forum’s Global Future Council on the New Economic Agenda and was part of World Economic Forum’s Global Agenda Council on the International Monetary System (2010-2012). He is on the board of directors of the Foreign Policy Association and is an active part of the Council on Foreign Relations, the Bretton Woods Committee and the Economic Club of New York. He speaks and attends regularly at international conferences and his opinions about world economic and political policies are often quoted in international media.

As a market analyst as a market economist in Tokyo, Sheard was active in the discussion on the future of Japan’s economy and identified two major factors the main reason Japan fell into and staying in deflation: the inability by the central government vigorously replenish the banks following the time it issued a blanket assurance for deposits on June 15, 1995, and the policy mix for aggregate demand in the context of macro deleveraging, of “timid” monetary policy and the stop-start policy for fiscal policy.

Sheard served as a member of committees of the Japanese Government’s Economic Deliberation Council, in 1997-98 as an appointee of Prime Minister Ryutaro Hashimoto and in 1998-99 as an appointee of Prime Minister Keizo Obuchi. He served as a member of the oversight board of the Japanese Government’s Research Institute of Economy, Trade and Industry, 2001-2006. From 2003 to 2010, Sheard served as a non-executive director of ORIX Corporation, a large Japanese financial services firm.

Long a critic of the Bank of Japan’s monetary policy communication and action, Sheard has been a strong supporter of the Bank’s April 2013 policy shift under Governor Haruhiko Kuroda, describing it as the monetary policy equivalent of a Copernican Revolution.

Sheard’s academic research examined the economic reasons behind the various characteristics of Japanese corporate structures, including the significance of multi-tier subcontracting systems in the auto industry, the function of major bank and shareholdings that were interlocked creating an internal system for controlling corporate activity that facilitated an “lifetime” employment system; the risk-sharing and informational functions of general trading firms (Sogo Shosha) to act as intermediaries for financial transactions and analyzing the arguments to show that Japanese companies avoided short-termism. When it came to the “structural impediments” debate of the 1990s’ early years, Sheard argued that many of the elements criticised for being “non-tariff barriers” or as being anti-competitive were more easily recognized in terms of how markets and businesses in Japan were effectively organized. Sheard argued that the standard method of labeling keiretsu or associated enterprises within Japan by the term “horizontal groups” was confusing because for many foreign viewers “horizontal” connoted within-same-market whereas the majority of the relationships involved had a “vertical” (between stages of production) or between-market in their nature.

In June 2012, he moved to Standard & Poor’s Ratings Services as Global Chief Economist and Head of Global Economics and Research and a member of the firm’s executive committee, later becoming Chief Economist and Executive Vice President of S&P Global, the parent firm.
