Oleg Vasilyevich Mattytsin (born on 19th May, 1964) is an Russian professor and doctor in Pedagogical Sciences, Corresponding Member of the Russian Academy of Education and Honorary Doctor from Beijing Sport University. He is the Minister of Sport of Russia until 2020 and the President of the International University Sports Federation (FISU) since 2015. He is also as a part of the Presidential Council of the Russian Federation for the Development of Physical Culture and Sport, an active participant in the International Fair Play Committee and Honorary President of the Russian Students Sport Union (RSSU). Prior to being elected the President of FISU, Matytsin played a important role in the creation of European University Sports Federation (EUSA) in his role as Vice-President between 2007 and 2015.

Later, he was the head of later the Russian State Academy of Physical Education table tennis team which was crowned champions at each of the USSR’s 1988 as well as 1990 Universiades. He was also the head trainer of his Russian University table tennis squad who played in the 1992 World University Championship in Lyon, France. Matytsin was named Honorary trainer by his country, the Russian Federation in 1997.

From 2006 until 2015, Matytsin was President of the Russian State University of Physical Education, Sport, Youth and Tourism.

From 2009 to 2013, Matytsin was Deputy Chairman of the Kazan 2013 Universiade Organising Committee. The Russian Student Sport Union played a key part in organising the Summer Universiade, which was a great success. The event broke records in terms of number of participants (almost 12,000), sports (27) and medal events (351).

Matytsin was an instructor at his university, the Russian State University of Physical Education, Sport, Youth and Tourism (from 1986 until 1996) and began to build his career within the university. In 1996, he was named Director of the Individual Professional Education Faculty and continued in that position until the time he was promoted to Vice-Rector at the end of 1999. Then he was the rector from 2001 until 2006.

Matytsin began his career in table tennis in the year 1975 at Moscow, Russia and played for the USSR university sports club “Burevestnik”. He later received the Master of Sport for table tennis from the USSR in 1980. He was an official part of the USSR national junior team (1980-1982) and also won the USSR Table Tennis Cup in 1983. He also was a medalist during the USSR Spartakiad (1983) and the 1984 USSR Championship.

Matytsin completed his studies at his school, the State Central Order of Lenin Institute of Physical Education (now the Russian State University of Physical Education, Sport, Youth and Tourism) in 1985. He specialized in sports and physical culture. He graduated in 1990 and was awarded an honorary postgraduate diploma from that same institution. in 1991 Matytsin received his degree at the Beijing Sport University. In 2006 Matytsin was awarded a degree from the Russian Academy of Public Service under the president of the Russian Federation (now the Russian Presidential Academy of National Economy and Public Administration), with a degree of State and Municipal Management.

Matytsin became President of the RSSU in 2005. Under his leadership, a Russian Student Sport Festival was launched in 2009 and biannual Russian Summer and Winter Universiades were successfully renewed. During his time as president, he cooperated with international university sports organisations to secure international sports and educational events for the Russian Federation.
