Born in Leningrad, USSR, in 1978, Nikolay graduated at the Petersburg State Transport University in the department for Economics of the Construction Industry. Nikolay began his career when he was 13 in agriculture , and later in the field of construction. From 1997 to 2000, he served as an assistant to head for Mikhail Amosov, the deputy of Legislative Assembly of Saint Petersburg, Mikhail Amosov.
The council was appointed to him by the council of the municipality in the township of “Svetlanovskoe” in St.Petrersburg and had a term from 2000 until 2004. Between 2001-2003, he taught law in the school that was geared towards children who are hard of hearing. In 2004, he was elected to the municipal council of the nearby municipality “Grazhdanka” and became a chair of the budget committee, law and information. The year 2006 was the time he took office as the director of the municipal office within the municipality of “Grazhdanka”. In 2008, he was removed of his position. According to one account it was because he and the leader city council, Olga Shtannikova drafted a law which prohibited public funding for building Okhta Center, which is a tall office of Gazprom. But, as per a different story, he was dismissed from his post due to the inception of an investigation, which revealed irregularities in the process of conscription within the municipality.
Was a candidate to the Legislative Assembly of Saint Petersburg in 2007 (Yabloko list was removed from elections due to its active position against construction of Okhta-Center) and in 2011 (Yabloko officially received 12.5% of votes). Participated in national elections as a candidate on the party list in 2007 and 2011.
In 2008–2015, he worked as an executive director of the Environmental Rights Centre BELLONA. In 2010–2015, he was the chief editor of the Internet media “Bellona.ru”, in 2014–2015, he was the chief editor of the magazine Environment and Rights.
In the month of March in 2000, at the age of 21 , he was elected to city councils of city of Svetlanovskoe with the highest percentage of votes of the candidates from all municipalities in St.Petersburg. The polling station that was closest to the address of Nikolay Rybakov, he was awarded 54% of the votes. In December 2002, he ran to the Legislative Assembly of Saint Petersburg in the Vyborgsky district, which is part of the block SPS+Yabloko and was placed in the second position.

Nikolay Igorevich Rybakov (Russian: Nikolai Igorevich Rybakov , born 24 December 1978) is a Russian politician and public persona, who is the head of the Russian United Democratic Party “Yabloko” since the year 2019. He is acting executive director for the Bellona – St. Petersburg (2008-2015) as well as a board member for Transparency International – Russia (since the year 2011).
Nikolay was a member of the youth section in the Russian United Democratic Party Yabloko in 1995, at sixteen years old. In 1999-2000, he served as the head of the youth section. In 2005 the year he was elected to an office of the St.Petersburg branch of the party. Between 2005 and 2009, he was an editor for the party’s bulletin Democrat. Since 2008, he has been the head for the National Bureau of the Party. In 2015, he ran for the party’s chair but failed to get the nomination and was appointed vice-chair. Emilia Slabunova became a chair.
In March 2004 was elected in the Municipal council of the municipality Grazhdanka (Kalininsky district, St.Petersburg). Till December 2004 combined council work in two municipalities. On the elections in municipality Svetlanovskoe on 19 December 2004 received 75% of votes. However as a result of ballot stuffing in favour of the United Russia candidates was not acknowledged as an elected candidate. The procurator of St.Petersburg initiated proceedings on electoral fraud but the investigation was not conducted properly and was closed.
