Nelya Shtepa is one of the most popular and richest Statesperson who was born on September 13, 1962 in Sloviansk, Donetsk Oblast, Ukraine. Nelya Ihorivna Litvin was her birth name (Ukrainian: NeliaIgorivna Litvin) in Sloviansk on 13 September 1962. Shtepa was a student at the Sloviansk State Pedagogical Institute from 1979 to 1984. She began her teaching career in 1984. Later, she held administrative positions and was made headmistress. She was also a member the Communist Party during these years. In 1987, she began working for Komsomol. She worked as a sales director in several companies, then later in charities. She joined the Party of Regions in the 2000s. She was elected mayor in Sloviansk, winning more than 60%.
Separatist militants took control of a Sloviansk police station on 13 April 2014 amid rising unrest in southern and eastern Ukraine. Mayor Shtepa supported the militants at the time, saying they were local residents and she was open to holding a referendum about the Donbass status. The Ukrainian government also launched a military operation on the same day to reclaim buildings held by pro-Russian militants in the region. Shtepa stated that she didn’t support separatists and that their actions were an occupation as soon as the operation started. In an attempt to rescue dozens of hostages in Sloviansk city buildings, the separatists had seized, she claimed that she had not actually supported them. Vyacheslav Ponomarev, a separatist militant, declared himself the “people’s mayor of Sloviansk” on April 14, apparently to overthrow Shetpa. The next day, she declared that the Sloviansk militants are “green men”, referring to the unmarked Russian soldiers who seized Crimea during the period leading up to Russia’s annexation in February-March 2014. She told journalists two days later that while many people in her city wanted more autonomy for the regional administration, more than 75% of Sloviansk residents wanted Ukraine to remain.
On 24 October 2019 the European Court of Human Rights ruled that Ukraine should pay Shtepa 3,600 euros in compensation because Ukraine violated her right to a trial “within a reasonable time.” The court turned down her request of 60,100 euros compensation, finding the claims excessive and unfounded.
In January 2020 Shtepa announced that she intended to again be a candidate for mayor of Sloviansk in the 2020 Ukrainian local elections.
Shtepa wasn’t released until the 5th of July 2014 when Ukrainian forces retook Sloviansk. On 11 July, she was taken into custody by the Security Service of Ukraine for allegedly conspiring with separatists. She was later taken to Kharkiv prison and charged under articles 110 and 258 of the Criminal Code of Ukraine. On 31 October 2014, the Kharkiv regional prosecutor’s office stated that it wanted a sentence for life imprisonment. Amnesty International, the Office of the United Nations Haut Commissioner for Human Rights (OHCHR), and Amnesty International expressed concern about the fairness of the Shtepa judicial proceedings. Irma Krat (journalist and Euromaidan activist) was also taken into custody with Shtepa. Vyacheslav Ponomarev held her alongside Shtepa and she has since refuted the allegations against Shtepa and offered to speak for her. Shtepa’s deputy mayor, who was one of the key witnesses in her defense, was abducted and later found dead. An OHCHR report referred to this development as “concerning”.

Nelya Ihorivna Shtepa is a Ukrainian politician. From 2010 to 2014, she was the mayor of Sloviansk when pro-Russian separatists took control.
