Navin Kumar is one of the most popular and richest Civil Servant who was born on August 29, 1952 in Patna, India. Kumar was born 29 August 1952, a son of Kumud Kumar and Awadhesh Kumar. After his education at Zila School in Bhagalpur, Patna Collegiate School and Patna Science College, he graduated with honors in Physics from Patna Science College. After completing his master’s in Physics from Patna Science College, he joined the State Bank of India in 1974 as a probationary officer. In 1975, Kumar joined Indian Administrative Service to begin his government service.
He was appointed Chief Secretary of State in September 2011. This position he held until his retirement in 2012 from the Indian Administrative Service. Kumar was appointed by the Special Purpose Vehicle (GST) to manage the Goods and Services Tax Network. He was cleared by a selection committee led by P. Chidambaram, then Finance Minister.
In March 2013, Kumar was selected as chairman of Goods and Services Tax Network by a selection committee. The selection committee, headed by Finance Minister P Chidambaram, chose Kumar from a list of six people, including three more Indian Administrative Services officers and two Indian Revenue Service officers. Along with Finance Minister, the committee consisted of Unique Identification Authority Chairman Nandan Nilekani and Empowered Committee of State Finance Ministers Chairman Sushil Modi.
He was the chief technical advisor to a food assistance program in Sierra Leone, which was jointly funded by the World Food Program (and a Commonwealth institution managed by the British Government). He was then posted to Bihar as the head of the Bihar State Electricity Board after his return from Sierra Leone. He was again appointed to Central Deputation in 1999 as Joint Secretary in Finance Ministry, handling external assistance from the EC, UK, and Canada. This position he held until 2004, when he was appointed Director General of Doordarshan. He was also appointed CEO of Prasar Bharti in 2006. He was also posted to Bihar in 2006 as the State Finance Secretary and IT secretary. This included setting up eGovernance systems connecting Panchayat Common Service Centers and computerizing Treasury operations, and setting up an integrated public finance management system. He was appointed Secretary to the Ministry of Urban Development in 2010 and also became Chairman of several Metro Rail Corporations of Indian cities like Chennai, Bangalore, Kolkata, and Kolkata.

Kumar joined Indian Administrative Service as a Sub-Divisional Officer of Samstipur in 1975. He is a member of the Bihar Cadre. He was appointed Sub- Divisional Officer at Samastipur in 1977. As District Magistrate, he served various districts in Bihar and Jharkhand. He was appointed to central deputation at the Ministry of Water Resources in 1990 as National Coordinator for an engineer’s training program. He was appointed PS to the Finance Minister Yashwant Singh Sinha’s Chandra Shekhar Government in 1990. He was transferred to the Department of Economic Affairs, under Montek Singh Ahluwalia, after the fall of June 1991.
Goods and Services Tax Network (GSTN) was set up as a Section 8 (under new companies Act, not for profit companies are governed under section 8), Non- Government, Private Limited Company. It was incorporated on March 28, 2013. The Government of India holds 24.5% equity in GSTN and all States of the Indian Union, including NCT of Delhi and Puducherry, and the Empowered Committee of State Finance Ministers (EC), together hold another 24.5%. Balance 51% equity is with non-Government financial institutions. The Company was set up primarily to provide IT infrastructure and services to the Central and State Governments, tax payers and other stakeholders for implementation of the Goods and Services Tax (GST). The Authorized Capital of the company is Rs. 100 Million.
