Between the tenures of Carter Casteel, a fellow Republican, and Doug Miller (both from New Braunfels), he held the District73 seat for one year. It now includes Kendall, Gillespie and Comal counties. However, it was previously part of Bandera County.

Macias, as a legislator, was rated 97 per cent conservative by Phyllis Schlafly’s Eagle Forum in 2007. This forum is maintained in Texas in Texas by Cathie Adam, a former chairman of the Texas Republican Party. Macias was rated 45 points higher by Carter Casteel for her last term, and 26 points higher by Doug Miller for the 2013 session. The Young Conservatives of Texas gave Macias a rating of 92 percent. In the 2007 legislative session, Representative Macias supported enhanced voter identification requirements; the new procedures finally took effect after many legal hurdles with the primary elections on March 4, 2014. He voted for the legislative ban on human papillomavirus vaccines though Governor Rick Perry had advocated compulsory immunizations of sixth-grade girls as a preventative against sexually-transmitted diseases. Macias voted against a pay increase for public school employees, but the measure passed, 90-56. He co- sponsored a bill to permit religious expression in Texas public school but did not vote on final passage, when the measure was approved by the House, 107-28. He voted against allowing casino gambling on Indian reservations; the measure deadlocked 66-66 ikn the House, with 18 members not voting.

Macias ran in the Republican primary for the Texas House of Representatives in March 2006. The Texas Republican Legislative Campaign Committee gave Macias over a million dollars. Although Leininger wanted to hide his involvement in the campaign, he was a major contributor to the PAC but not the only source of campaign funds for Macias. Although the Texas Republican Legislative Campaign Committee was established shortly before the election, it was evident from campaign contracts that Leininger’s shell had been laying the foundations months prior to the election. Leininger is also the principal contributor to the Texas Public Policy Foundation. Macias defeated Carter Casteel (a former Comal County judge) by a narrow margin of forty-six voters. He received 10,183 votes (51.1%) and she received 10,137 ballots (49.5 percent). Doug Miller, a former mayor from New Braunfels, defeated Macias in the 2008 Republican primary. Again, this was where Leininger sources were almost exclusively used. Macias received 14,684 votes (50.02%) to Miller’s 14,667 votes (49.97%), a margin of 17 vote.

Macias, a native San Antonio, is of Hispanic descent. He received his Bachelor of Science in Civil Engineering degree from Texas A&M University, College Station in 1982. He was awarded a scholarship to the Reserve Officer Training Corps and he joined the Ross Volunteers. He then became a lieutenant colonel with the United States Air Force. Two master’s degrees were earned by Macias, one in Business Administration at New Mexico Highlands University, Las Vegas, New Mexico and one in Public Administration at North Carolina State University, Raleigh, North Carolina. He lived in Cary, Wake County. Macias was the commander of the “Silver Flag”, USAF Civil Engineering Contingency Training Center at Tyndall Air Force Base east from Panama City, Florida. He was the commander of Dover Air Force Base’s 436th Civil Engineer Squadron.

He is the vice-president of operations at Boyd/Kleypas & Associates, San Antonio, which is south of his Bulverde residence. He is married to Susan in 1984 and has seven children. He is a former youth track and baseball coach and has been certified by the Character Training Institute (501(c), a non-profit, tax-exempt organization based in Oklahoma City. Macias is a bible teacher at the Living Water Fellowship Church of Bulverde.

Macias, who was voted by colleagues as “Freshman of the Year” in 2007, was a legislative ally of former Speaker Tom Craddick of Midland. As Macias left the House, the members voted to replace Craddick with the more moderate Representative Joe Straus of San Antonio.
