Mher Grigoryan studied law at Lomonosov State University in Moscow from 1989 to 1991. He continued his education at Yerevan State University where he studied law between 1991 and 1994. He completed a qualification course at Leeds University Business School in 1997-1998.
He was a private entrepreneur in Russia from 1994 to 1996. He began his career at the Central Bank of Armenia in 1997. Mher Grigoryan served as the Head of the Legal Department at the CBA from 1997 to 1999. He then continued his career at Armimpexbank, now Ameriabank. From 1999 to 2005, he was Head of Legal Service. He also provided advisory services for the World Bank between 2002 and 2006. From 2004 to 2005, he was a legal officer at HSBC Bank. In 2005, he was appointed Executive Director at Inecobank. He held that post until 2007. Mher Grigoryan served as the Deputy Chief Executive Officer of VTB Bank Armenia from 2007 to 2011. He was also a member of the Board of ArCa Credit Reporting from 2006 to 2018. Mher Grigoryan was appointed Chairman and CEO at Ardshinbank in 2011, and he remained in that position until 2018. From 2012 to 2018, he was also Chairman of the Board of Armenia Insurance Company.
On 12th of May, 2018, Mher Grigoryan was appointed the Deputy Prime Minister of Armenia. Following the resignation of the Government on October 16th, 2018, he became Acting Deputy Prime Minister of Armenia and on January 16th, 2019, he was reappointed to the post of Deputy Prime Minister of Armenia.
