One of his teachers was Frank McCourt, a memoirist. In 1987, he graduated from Cornell University. Alison Lurie, one of Ruff’s English professors was instrumental in helping Ruff to find an agent.

His fourth novel, Bad Monkeys, received the 2008 Washington State Book Award for Fiction, a PNBA Book Award, and an Alex Award.

His fifth book, an alternate history novel titled The Mirage, was published in February 2012. The Mirage was nominated for the Sidewise Award for Alternate History.

Ruff’s first novel-length effort was a soap opera-like tale about a family that had a lot of kids (having only half-siblings older than him, Ruff was fascinated with the idea of siblings). It was written in the 1970s and never published. Ruff described it as “Think Eight is Enough with surreal components.” There wasn’t an overall plot. It was just a series of episodes that were loosely connected. A chapter in which the boys and girls built tunnels under the house would be followed up by another in which they became infected with a strange flu strain and began passing out in the hallways. I would sometimes forget what I had written and just start over.

Ruff was a fantasy writer in the late 1970s and early 1980s. Ruff was very close to finishing the novel. He even finished thirteen of the planned sixteen chapters. He gave up on the project, believing it wasn’t a great story. Between 1982 and 1984, Ruff wrote a semi-autobiographical novel about a Lutheran Minister’s son who questions his faith. Ruff wrote the novel partly to inform his parents that he was not going to be a Christian devout like they had hoped. Ruff’s sophomore and junior year at Cornell saw him write a story about his coming-of age in Queens, “Today’s Tom Sawyer”. Ruff completed the manuscript in just three months. It was over 400 pages. Ruff made a female student from his class a character in the story and gave her a copy.

His third book Set This House in Order: A Romance of Souls, focuses on two protagonists displaying a fictionalised version of dissociative identity disorder; while not technically science-fiction, it nonetheless contains significant speculative elements. The novel was long-listed for the 2005 International Dublin Literary Award and won the 2007 James Tiptree, Jr. Award, a PNBA Book Award, and a Washington State Book Award. Ruff is also the recipient of a 2006 National Endowment for the Arts Literature Fellowship in Prose
