Born on the 19th of January, 1957 at Carlisle, Cumbria, Elbourne was raised in Hertfordshire located to the north-west of London. Elbourne, in 1977 began to his own political party, the Epicurean (ethical hedonist movement) which was able to win the elections for student unions. One of the promises made during the election was to open the venue of the student union to non-students. This led it to become the primary place in Bristol for post-punk and punk bands. He was a student in the course at Bristol University, in South West England and graduated with an Honours B.A. The principal bar in the University remains named after the Epicurean movement.

Martin Elbourne (born 19 January 1957 in Carlisle, Cumbria) is a well-known English promoter of the performing arts. Elbourne was raised in the town located in Knebworth, Hertfordshire. The first position he held, at 15 was working at the local stately residence Knebworth House, which during the mid- seventies was the largest venue within the United Kingdom for outdoor shows and featured bands like Led Zeppelin, The Rolling Stones and Pink Floyd.
