Between 2008 and the year 2013, Guillou was the Chair of the Board of the highly regarded Ecole Polytechnique (l’X) and during her term, Ecole Polytechnique put a more emphasis on scientific and technological education, and also the ingenuous management as well as the collaboration with industry. The establishment of a brand new research center for the interface between engineering and biology sciences was conceived and funded and the management of Ecole Polytechnique was reformed.

Guillou recently wrote proposals for the French government on the agro- ecological transition (June 2013) and on the organization of the French food safety public services (June 2014). She is a member of the French High Council for Climate.

She was the head of the directorate for food safety in France from 1996 until 2000. She was responsible for managing the Bovine spongiform encephalopathy (BSE) crisis that is also known as mad cow disease, and also to introduce the proposed French organisation for food safety (1999 law regarding food security).

Guillou graduated from her engineering school through Ecole Polytechnique (promotion X1973) She then became a specialist on water-related engineering in Ecole nationale du genie rural, des eaux et des forets (ENGREF which is now also known as AgroParisTech). She was awarded a doctorate in the physico- chemistry of biological processes from Nantes University (UA CNRS).

From 1986 to 1989 Guillou was the Regional Delegate for Research and Technology in the Region Pays de la Loire. From 2000 to 2012 she was the CEO and then the President and CEO of the French National Institute for Agronomic Research (Institut National of Research agronomique) in which she emphasized research in the fields of agriculture, food and the environment. She broadened the range of research subjects to encompass global issues. She established interdisciplinarity meta-programs, such as in the field of integrated plant protection as well as consumer protection.

Guillou founded the Joint Programming Initiative on agriculture and climate change with British colleagues and chaired it during the first three years(2010-2013). This initiative, FACCEJPI, now gathers 21 European countries and links at international level with AGMIP and CCAFS. From 2013 to 2016, she was a member of the High-Level Panel Expert reporting to the Committee on World Food Security and a board member of the CGIAR. Starting in 2016, she became a member of the Bioversity board, and starting in 2019, she became a member of the CIAT board. She promoted the Alliance, an alliance between those two agricultural research centers.
