Maria Antonia “Toni”, born April 24, 1977, is an ex- Democratic member of the Illinois House of Representatives. She was the first Puerto Rican American woman elected to the Illinois House. From 2003 to 2015, she represented the 39th district. Berrios was the second-generation Representative for the 39th District from 2003 to 2015. She was the daughter of Joseph Berrios who was previously a member of Illinois House of Representatives and Cook County Assessor.

The Illinois Senate Bill SB10 (the “Religious Freedom and Marriage Fairness Act”), which legalizes same-sex marriage in Illinois was passed by the Illinois Senate on February 14, 2013. It was then introduced to the Illinois House and received its first reading. Berrios was elected as an Alternate co- sponsor of SB10 by the Illinois House of Representatives on March 12, 2013. She was among the 24 Representatives who signed on to be Chief Sponsor, Alternate chief co-sponsor or Alternate co-sponsor of SB10 in the Illinois House. In November 2013, the Illinois House passed SB10, and Pat Quinn, the Governor of Illinois signed it into law.

Berrios was licensed as a life agent, but that license expired in June 2012, and has been inactive ever since. Berrios was a specialist in tobacco compliance for the Illinois Liquor Control Commission. She was also a Cook County Recorder of Deeds.

In 2001, the 39th District of Illinois House of Representatives was created to increase Hispanic representation. It is located on Chicago’s Northwest Side. The district includes parts of the Avondale and Belmont Cragin neighborhoods, Hermosa, Logan Square and Portage Park. Berrios, a 25-year-old college graduate, ran unopposed for the 2002 general and primary elections. Berrios was the first Puerto Rican American woman elected to the Illinois House of Representatives. Citizens for Maria A. Berrios is Berrios’ political-action committee. She has received campaign donations from many of those same property tax appeal law firms, which contribute to the multiple campaign accounts controlled by Joseph Berrios, her father. Berrios is also the Cook County Assessor, and a former commissioner on the Cook County Board of Review. Berrios’ political committee received contributions in the tens of thousands from the campaign fund run by Michael J. Madigan (Speaker of the Illinois House, chairman of the Democratic Party of Illinois). Berrios’ campaign committee contributed $50,000 in October 2010 to her father’s campaign as Assessor.

Since its inception in 2004, Berrios has been an Illinois Legislative Latino Caucus Foundation member. Each of the Illinois House’s Hispanic Representatives selected a member to the Foundation’s board of directors. Berrios chose lobbyist Alfred Ronan from Ronan Potts LLC. The group was fined after failing to file financial reports and register with the State of Illinois for two years. Ronan Potts LLC was fined $350,000 after admitting to a multimillion dollar bid-rigging scheme for McCormick Place’s expansion. Berrios is the Chair of the Board of Hispanic Caucus chairs, which is a national organization of Hispanic legislative leadership caucus leaders from 12 U.S. states and territories.

Berrios conceded defeat in the March 18, 2014 primary election in which she sought re-election to a seventh term. Capitol Fax editor Rich Miller called the primary “the ugliest race in Illinois.”
