In 1997, President Bill Clinton named Hamburg Assistant Secretary for Planning and Evaluation in the U.S. Department of Health and Human Services. From 1997 to 2001, she was in this policy position until becoming the founding Vice President of Biological Programs, and then the Senior Scientist at the Nuclear Threat Initiative. This foundation is dedicated to reducing public safety threats from biological, chemical, or nuclear weapons. Hamburg was responsible for coordinating efforts to prevent, detect and respond to biological threats that were both natural and intentionally caused.

Hamburg has received numerous awards, among them the National Consumers League’s Trumpeter Award in 2011 and the National Center for Health Research’s 2011 Health Research Policy Hero Award. She has also received the American College of Clinical Pharmacology’s (ACCP) Nathaniel T. Kwit Memorial Distinguished Service Award, the New York Academy of Medicine Medal for Distinguished Contributions in Health Policy, the Radcliffe Alumnae Award and the American Lung Association’s Breath of Life Award. Hamburg was the 2017 recipient of the FDAAA’s Harvey W. Wiley Lecture Award for Outstanding Leadership in Advancing Public Health.

Forbes named her as one of the world’s 100 most powerful women multiple times, most recently in 2014 (#51).

Hamburg, who had completed her medical training, moved to Washington, D.C. to start her public service career. Hamburg served in many roles, including as Assistant Director of National Institute of Allergy and Infectious Diseases (National Institutes of Health). Hamburg was elected Commissioner of the New York City Department of Health and Mental Hygiene in 1991. She served six years as this position, first working for Mayor David Dinkins and then for Rudy Giuliani. She worked to improve services for children and women, as well as a needle exchange program to reduce HIV transmission and a program to curb the resurgence of tuberculosis.
