Margaret Ivy Amoakohene, was born 17 July 1960 in Wenchi, Brong Ahafo Regional. Nsawkaw is her hometown, the capital of the Tain District of the Brong Ahafo Regional. From 1974 to 1979, she received her GCE Ordinary certificate from St. Francis Secondary school in Jirapa in the Upper West Region. To obtain her GCE Advanced certificate, she went to St. Louis Senior High School Kumasi. 1981 was her first year at the University of Ghana, where she received a Bachelor of Arts in French and Spanish. Amoakohene completed her postgraduate studies at the University of Ghana, where she received a Master of Philosophy and a Postgraduate Diploma in Communication Studies. Later, she received a Doctor of Philosophy in Mass Communication degree from the University of Leicester.

Amoakohene was appointed by President Nana Akuffo-Addo in February 2017. The Constitution mandates the 25-member Council of State as an advisory body for the President.

Amoakohene was appointed as the High Commissioner of Ghana to Canada by President John Agyekum Kufour in 2006. On 26 September 2006, she officially assumed diplomatic responsibility when she presented her letters to Her Excellency Michaelle Jean at her provincial office in Quebec City and her residence at La Citadel, Quebec City. She was the High Commissioner and embarked upon philanthropic activities. One of these was the donation of medical equipment for the Nsawkaw Hospital. From July 2006 to February 2009, she was the second High Commission to Canada under the Kufour administration.
