Mahmoud Reza Khavari is one of the most popular and richest Banker who was born on May 26, 1952 in Khorramabad, Iran. Mahmoud Reza Shahvari (Persian: “mHmwdrD” khwry; born May 26, 1952 in Tehran) is an Iranian ex- banker who was implicated in the Iranian embezzlement scandal of 2011. He became a Canadian citizen in 2005. The judicial authorities of the Islamic Republic of Iran have identified him as a fugitive. Interpol had identified Khavari as wanted in October 2016.

He moved to Canada at the end of September 2011, where he is a citizen. Khavari is a Toronto property record holder. He took out a mortgage on a property at Elmwood Ave. in North York in 2001. Khavari was once the owner of Soaring Properties, a Toronto-based business. Khavari, in an effort to keep his capital safe from being taken away, invested in Toronto real property by giving money to his two sons, Khashayar, and Ardavan. Parandis Khavari signed the 3-million-dollar house in Bridle Path in Toronto to Khavari and transferred the other two houses to Mrs. Khavari’s name. Canadian authorities refused to extradite Khavari despite numerous requests from Iranian police. If convicted by Iran’s judicial system, Khavari could face the death penalty.

He was chairman of Bank Melli Iran until September 2011 and chairman of Bank Sepah’s board of directors from December 2003 until at least March 2005.

In February 2014, the head of the Interpol Office of Iranian police said “a few days ago, the Canadian Interpol claimed in a phone contact that he has escaped to a Latin American or Caribbean country but that they couldn’t verify the escape yet, and this is the latest piece of information provided by the Canadian police to us”. He dismissed the report on his escape from Canada”.

In 2011, Khavari resigned from his position at Bank Melli amid allegations of being involved in the Iranian embezzlement scandal of roughly 2.6 billion dollars. The scandal involved using forged documents to fraudulently buy assets that included major state-owned companies; Bank Melli, which Khavari led as its chairman of the board and managing director, was accused of facilitating fraudulent payments. Khavari shortly after went to United Kingdom in order to attend a meeting at Lloyd Bank and announced his resignation by faxing it to Iranian officials on Tuesday, September 27, 2011.
