Madat Guliyev, a member of a well-educated family, was born in Ganja on September 27, 1958. His father Gazanfar Guliyev, an engineer, is his mother. His mother Zanbag Guliyeva is an Azerbaijani teacher of Literature and Language. In 1975, he started secondary school #1 and ended school number 8 in 1975. Madat Guliyev graduated in 1980 from the Azerbaijan State Institute of Physical Training and Sport and 1997 from the Police Academy of the Ministry of Internal Affairs of the Republic of Azerbaijan. He is married with two children.

By Instruction No.866 of President of the Republic of Azerbaijan dated June 30, 2005, he was awarded the Police rank of Brigadier general. On the basis of an Order by President Azerbaijan, he was promoted to the rank of Justice Major General on November 20, 2012. He was also awarded the Military Rank of Lieutenant General on October 21, 2015.

The chief of State Security Service of The Republic of Azerbaijan was appointed Madat Guliyev and Head of Foreign Intelligence Service was appointed by decree of the Azerbaijani President dated December 14, 2015. He was appointed as the Minister of Defense Industry by the Presidential decree dated 20 June 2019.

He was the Deputy Chief for Combat Organized Crimes Directorate at MIA of Azerbaijan Republic from 1996 to 2001. He was the chief of the same Directorate from 2001 to 2002. From 2004 to 2006, he was the Chief of the National Central Bureau of Interpol (Republic of Azerbaijan). From 2006 to 2011, he was Head of Main Security Management at Ministry of Internal Affairs. Between 2011 and 2015, he was the Deputy Chief of Ministry of Justice (Azerbaijan), and Chief of Penitentiary System. He was elected as the First Deputy to MIA in October and December 2015.

Madat Guliyev Gazanfar oghlu, born September 27, 1958 in Ganja, Azerbaijan SSR and SSRI, is the colonel general of Azerbaijan’s armed forces, as well as the State Security Service of The Republic of Azerbaijan (2015 to 2019).

During those years, Guliyev was always in pursuit of sport. He was an important member of the Azerbaijani Armed Forces between 1980 and 1982. From 1983, he began serving in the internal affairs body. He was a chief in the Combat Terrorism and Banditism Department from 1992 to 1994. In 1994-1995, he was the Chief of Yevlakh–Gazakh Regional Department of Combat Organized Crimes Directorate (MIA). The Chief of Combat Racket Department at Combat Organized Crimes Directorate (MIA) was his position from 1995 to 1996. He graduated from the Police Academy of MIA in 1997.

On December 2015, Azerbaijani President Ilham Aliyev established two agencies: State Security Service (SSS) and Foreign Intelligence Service (FIS), instead of Ministry of National Security of Azerbaijan.
