Lou is from Yiwu in Zhejiang. Born in 1950, he joined the Communist Party of China in 1972. He studied computer science at Tsinghua University from 1978 to 1978. In 1982, he did postgraduate work in the econometrics department of the Chinese Academy of Social Sciences’ Postgraduate School.

Lou Jiwei, who succeeded Xie Xuren, was elected Minister for Finance at the 12th National People’s Congress’s first plenary session in March 2013. After confirmation by the Standing Committee of National People’s Congress, Lou was replaced on 7 November 2016 by Xiao Jie.

Time magazine named Lou as one of the 100 most influential persons in the world in 2008. According to Forbes Magazine’s “Powerful People 2010”, he was the 30th most influential person in the world. He was included in Bloomberg Markets Magazine’s 50 Most Influential List for 2011. Jiwei was ranked as the 12th most influential institutional investor worldwide by aiCIO in 2012.
