He is the son of Angeline (nee Agosti), and Rocco Barletta. Both of them are of Italian ancestry. After high school graduation, he attended Luzerne County Community College as well as Bloomsburg University of Pennsylvania. Barletta quit the Cincinnati Reds baseball team after a failed attempt and went to work in his family’s heating oil and construction business.

Barletta was the Republican candidate for the 11th District in 2002 against Paul Kanjorski, a nine-term Democratic incumbent. The 11th District was long considered to be the most Democratic in Pennsylvania, other than Philadelphia and Pittsburgh. Barletta, however, was seen as a strong candidate. He was the first credible Republican challenger Kanjorski faced since 1986’s reelection campaign. This was because he was a popular Republican mayor from a heavily Democratic area. Barletta won with 42.4%. If the state legislature had not moved Democratic Scranton from the 10th District’s heart to the 11th, the race would have been closer. Barletta lost the district share of Lackawanna County home to Scranton by 32 points. He was only behind in the old 11th by just 9,000 votes.

In 2006, Barletta made headlines for his efforts opposing illegal immigration in Hazleton vowing to make the city “one of the toughest places in the United States” for illegal immigrants. Barletta introduced and the city council approved the Illegal Immigration Relief Act. The ordinance allowed the city to deny a business permit to employers who hired illegal immigrants and gave the city authority to fine landlords up to $1,000 for leasing to illegal immigrants. The act also made English the official language of Hazleton, prohibiting city employees from translating documents into any language without official authorization. In response, the ACLU and Puerto Rican Legal Defense and Education Fund sued in Federal District Court to block the ordinance.

Barletta faced Kanjorski again in 2008. Lou Barletta denounced the endorsement of David Duke in this race. Multiple polls had shown Barletta leading Kanjorski by as many as 5 percentage points, and the race has been pegged as one of the nation’s most competitive leading into the November elections. That race was one of very few nationwide where a Republican challenger had a credible chance at unseating a Democratic incumbent. Barletta lost to Kanjorski 48%-52%, largely due to losing Lackawanna County by 12,800 votes. Barletta won the territory that had been in the district prior to the 2000s round of redistricting by almost 4,000 votes.

In 1996, he was defeated to win a seat on Hazleton City Council. He won the seat two years later. He defeated Jack Mundie to become mayor in 1999. He received 66% of the vote, and overcame a Democratic registration edge. On January 3, 2000, he was elected to office.

Louis John Barletta, born January 28, 1956, is an American politician. He was the U.S. Rep for Pennsylvania’s 11th congressional District from 2011 to 2019. He is a member of the Republican Party and previously served as Mayor in Hazleton, Pennsylvania, from 1999 to 2010. He rose to prominence as mayor because of a controversial anti-immigration ordinance, which was challenged in court and later declared unconstitutional. The city was financially distressed by the legal costs incurred to defend the ordinance. It no longer enforces it.

Barletta, in 1984, founded Interstate Road Marking Corporation. He sold it in 2000. His firm was the largest in Pennsylvania at the time of his sale.

Barletta was reelected as mayor in 2003 and 2007. In 2007, Barletta was nominated in both the Republican and Democratic primary elections. Barletta defeated the Democratic candidate, former Mayor Michael Marsicano, on the Democratic ballot as a write-in.
