Lieve Fransen Biography

Lieve Fransen is one of the most popular and richest Civil Servant who was born on April 17, 1950 in Ghent, Belgium. Fransen began her career in Africa as a doctor in the 1970s and 1980s. She was primarily based in Mozambique and Kenya, but also in Rwanda. Her special interest is in sexually transmitted diseases. She was a pioneer in several African countries and helped to ensure their success through international cooperation and strategic planning. Fransen was hired by the European Commission in 1987 as a consultant at the Institute of Tropical Medicine Antwerp. She was to study the Ugandan HIV seropositive and blood transfusion rates. The European Commission was able to assist Uganda in setting up a safe blood supply and to then create the AIDS Task Force. Fransen was its founding executive director. Fransen was referred to by Jeff O’ Malley (the founder director of the International HIV/AIDS Alliance) as the “EC’s HIV/AIDS expert” in 2000 when he gave evidence to the UK House of Commons International Development Committee.

Lieve Fransen, a senior advisor to the European Policy Centre, is an expert on health, migration, and social policies. She has published studies on social infrastructure, energy poverty, and social investment. She was responsible for social policies, poverty eradication, pensions, health, and social protection between 2011 and 2015. She was previously director of communication and representations at the EC’s communications directorate for over 500 networks throughout the European Union. From 1987 to 1997, she was head of the unit for human developmental in the department for development.

She was a founding member and vice-chair of The Global Fund to Fight AIDS, Tuberculosis and Malaria. This fund represented the European Commission and many EU member states between 2000 and 2007. It helped to create a large public/private partnership and performance-based funds that approved approximately $7 billion in grants over the four-year period.

Senegal awarded her the National Order of the Lion (1999) in recognition of her special contribution to the fight against HIV/AIDS. She also received the Jonathan Mann Award of Health and Human Rights (2001). In 2003, India awarded her a lifetime achievement medal for her work in hethealth and human rights.
