Robert LaVoy Finicum (January 27 1961 – January 26 2016,) was an American spokesperson in the militia organization Citizens for Constitutional Freedom, who overran and took over the Malheur National Wildlife Refuge in the State of Oregon, United States 2 January in 2016.
On the 26th of January Finicum was among many occupation leaders that left Harney County’s refuge (located located in Harney County) in a two-truck convoy. The convoy also included leaders of the occupation, Ammon Bundy Ryan Bundy, Shawna Cox, Ryan Payne and two supporters, Victoria Sharp and Brian Cavalier. They planned to address at a meeting for the public held in John Day, the capital city. John Day in adjacent Grant County. Finicum was in his black 2015 Dodge Ram pickup truck, then an dark-colored Jeep.
On August 27, 2016, Finicum’s widow Jeanette announced her plans to sue the OSP and the FBI for civil rights violations relating to his death. She retained a California-based attorney, who is also representing Ryan Bundy, for the case.
Finicum served as a spokesman for the armed militants who occupied the Malheur National Wildlife Refuge in early 2016. He was dubbed “Tarp Man” by MSNBC for sitting outside at night in a rocking chair, holding a rifle on his lap, and sometimes covering himself completely with a blue tarp for additional protection against the elements. When asked on January 6 if he would rather be killed than arrested if the occupation turned violent, Finicum replied, “I have no intention of spending any of my days in a concrete box.”

The year 2002 was the time that Finicum was declared bankrupt while within New Mexico and doing business under the name “Southwest Horse and Trails”. In in 2008 Finicum was operating a foster house for troubled boys in Chino Valley, Arizona. According to a tax return, Catholic Charities Community Services in Arizona gave the Finicum family US$115,343 for foster children in 2009. In January of 2016 the state took away all foster children of Finicum’s due to his involvement in the military occupation of the Malheur National Wildlife Refuge (discussed below). Another 100 people led by 3 Percenters gathered in front of the Idaho State Capitol in the afternoon to honor Finicum who, they believed, was not armed at the time when he died. The 4th of March, a tiny group of around a dozen Armed protesters gathered around the Federal courthouse located in Tucson, Arizona, demanding the troopers who killed Finicum be arrested and fired. Another protest, led by Finicum’s wife, organized in the Utah State Capitol on March 5. Around 200 to 300 people attended. A dozen rallies were held in different locations across the country on the following Saturday.
In August 2015, Finicum decided to cease complying with the terms of his grazing permit with the Bureau of Land Management (BLM). At the time, he released a YouTube video in which he claimed it was unconstitutional for the federal government to own BLM lands and said he was inspired by Nevada rancher Cliven Bundy and events surrounding the 2014 Bundy standoff. In less than six months, Finicum accrued more than US$12,000 in fees and fines, which he refused to pay.
