In the March 4th primary election, 2014 for the selection of a nominee in the race to replace State Representative Rob Orr, who retired after 10 years in office, Philip Richard Eby of Clifton was the top candidate in a field of four by a margin of 5,442 voters (40.1 percent). Burns came in second with 4,117 votes (30.3 percentage). Other candidates like Henry Walter Teich of Cresson along with Curtis Lyndon Laird of Cleburne were the only two candidates to receive the vital 29.6 percent of votes put out. With the endorsement of Orr, Burns won over Eby in the runoff vote on May 27 5142 (53.4 percentage) in comparison to 485 (46.6 percentage). The general elections, on November 4 2014 Burns won within the decidedly Republican district against Democrat Greg Allen Kauffman of Crowley 26,866 (80.4 percent) to 6,532 (19.5 percent).

Born on a small farm in southwest Johnson County near the Brazos River and the Bosque County line, Burns went to public school located in Cleburne before graduating in the year 1990 at Cleburne High School. Although he was initially enrolled at Texas A&M University in College Station and then was transferred into Tarleton State University in Stephenville and graduated in 1994. When he was at Tarleton State DeWayne played on the golf team for men.
