Kathleen M. O’Toole (nee Horton born on May 9 1954) was chief of Police for the Seattle Police Department (SPD) from June 23, 2014 until December 31, 2017. The first woman to be the chief for the Boston Police Department in the city, after being appointed by the Mayor of Boston Thomas M. Menino in February 2004.

Her professional experience includes serving as Lieutenant Colonel of the Massachusetts State Police from 1992 until 1994. She got the post of Cabinet of Secretary in the Executive Office of Public Safety in Massachusetts in 1994 by Governor William Weld in 1994 and was in the position until 1998. She was then appointed a member of the Patten Commission headed by Lord Patten of Barnes who reformed the policing system within Northern Ireland and led to the establishment of the Police Service of Northern Ireland. She was chosen by Seattle’s Mayor Ed Murray to become Seattle’s first female police chief.

The three-member Garda Inspectorate examines operational, investigative, managerial and policing strategies to ensure that these meet best practice. The Morris Tribunal pronounced that it was “staggered” by the level of indiscipline and insubordination in the force and the Irish Government responded with a revised code of discipline.
