Nussbaum has been named the Executive Director for Working America, a community affiliate of the AFL-CIO. She co-founded the group in 2003.

In the Clinton Administration, Nussbaum served as director for the Women’s Bureau, in the United States Department of Labor from 1993 until 1996. In her role as director for the Women’s Bureau, she surveyed working women on their work and developed programs to respond the concerns of women.

Nussbaum was raised in Chicago which is where she grew up. Her mother Annette Brenner Nussbaum was a publicist, and her her father, Mike Nussbaum, was an actor, exterminator and director. Her parents were involved in the anti- Vietnam struggle and tried to get speakers into their neighborhood from Highland Park in Chicago including Staughton Lynd. At the time the family was also receiving hate messages in the form of letters from the neighborhood John Birch Society. She attended an institution called the University of Chicago in 1968 but resigned to move to Boston and join the anti-Vietnam campaign. In Boston she started working as a clerical assistant in Harvard where she faced gender-based discrimination in the workplace for female office employees. She graduated in 1975 and received the B.A. at Goddard College.

She was a co-founder in 1973. founded 9to5 which dealt with the issues that female office workers face which led to the creation of an organization to represent female workers at offices in. Nine years later, the 9to5 was working as a partner of SEIU. Service Employees International Union (SEIU) which was formerly known by the name District 925. She was director from 1981 until 1993.

She was inducted into the Ohio Women’s Hall of Fame in 1984.
