Julia Sebutinde is one of the most popular and richest Judge who was born on February 28, 1954 in Kampala, Uganda. Born in Uganda, she was raised in Uganda’s Central Region of Uganda to civil servants and a domestic worker with the surname Semambo. She was educated at in the Lake Victoria primary school at Entebbe early in her 60s. She later was a student at Gayaza High School and later King’s College Budo, before enrolling at Makerere University to study law. Sebutinde completed her Master in Laws on the 27th of September, 1977. She earned her Diploma for Legal Practice through Kampala’s Law Development Center in Kampala in 1978. Then, in 1990 she began her studies in the University of Edinburgh for her Master of Laws, graduating in 1991. In 2009, as a token of appreciation of her accomplishments and contributions to international legal system, she conferred an honourary Doctor of Laws by the University of Edinburgh.
The ICJ judges’ election in 2011 Sebutinde was among eight candidates running for five vacant seats at the International Court of Justice, being chosen from the National Groups that comprised Croatia, Denmark, and Uganda in the Permanent Court of Arbitration. The election process is based on the fact that the successful candidate must have the absolute majority of votes at both the United Nations General Assembly and within the United Nations Security Council. On the day of the voting the Security Council elected four candidates but the fifth slot was vacant. At the time of voting’s end, Abdul Koroma, the incumbent from Sierra Leone, had received 9 votes of the 15 votes in the Security Council, with 8 votes required for the election. On the other hand, in the General Assembly, after five rounds of voting, Julia Sebutinde, the candidate, received 97 votes 193 and the required 97 votes for electing. After the vote was resumed on December 13, 2011 Sebutinde won the overwhelming majority both in the Security Council and the General Assembly and became elected.
Julia Sebutinde is married to John Bagunywa Sebutinde and together they are parents to two daughters. They are said to be fond of swimming, soccer, and music. She loves Indian dishes and spicy foods. Justice Sebutinde is the Chancellor of the International Health Sciences University, located in Kampala which she has held since the year 2008.

Julia Sebutinde first worked in the Ministry of Justice in the Government of Uganda from 1978 until the year 1990. After she graduated at the University of Edinburgh in 1991 She worked for the Ministry of the Commonwealth in the United Kingdom. In 2005, Justice Julia Sebutinde was appointed as a secondmentee from the Uganda government in 2005, as a judge in the Special Court on Sierra Leone created through the United Nations. Later, she was appointed as the judge in charge of Courtroom II, at that time, she was responsible for the hearing of the case against the former Liberian strongman Charles Taylor. In this position, she refused to attend a hearing on disciplinary issues against Taylor’s attorney, a behavior that is a serious legal misconduct, yet was not sanctioned by Special Court for Sierra Leone.
Julia Sebutinde is a Ugandan judge on the International Court of Justice. She also is the current chancellor of Muteesa I Royal University a university owned by Buganda kingdom. She has been a judge on the court since March 2012. She is the first African woman to sit on the ICJ. Before being elected to the ICJ, Sebutinde was a judge of the Special Court for Sierra Leone. She was appointed to that position in 2007.
