On the 23rd of December on the 23rd of December, Norris was selected to take part in the 2019 World Junior Ice Hockey Championships The following day, he was named an alternate captain along with Michigan co-teammate Quinn Hughes.

On January 17, 2019, it was announced that Norris would miss the remainder of the 2018–19 season due to an injury sustained during the 2019 World Junior Ice Hockey Championships. He finished the season with 10 goals and nine assists in 17 games. His 10 goals were tied for a team high, and ranked second in points behind teammate Quinn Hughes. Norris’ 10 goals were tied for seventh most in the nation and third most in the Big Ten Conference.

On June 23rd, 2017 Norris was selected as the 1st round 19th overall in the 2017 NHL Entry Draft by the San Jose Sharks. The Sharks signed him to the NHL. NHL rights were sold for Ottawa Senators on September 13, 2018. Ottawa Senators on September 13 of 2018 as part of the deal which included the acquisition of Erik Karlsson to the Sharks.

Norris first played hockey as a midget for his team the Oakland Jr. Grizzlies before getting noticed by his fellow players on the U.S. National Development Team. He was a member of Team USA in the United States Hockey League for two seasons, and then his 2016-2017 season. Norris decided to join the college hockey for the Michigan Wolverines of the NCAA on the 21st of September, 2016.
