The Paternal grandfather of the Bishop was Joseph Werth, who was born in 1871 in Schoenchen 1 in the Russian Empire and deported as an kulak to Kazakhstan around 1929 (with his children and wife). He passed away in the year 1951. The Bishop’s maternal mother was Paulina Demund (b. 1881, Schoenchen – d. 1933). His maternal grandfather, the Bishop’s father was Dominic Hoerner (born near Odessa, Ukraine), who was deported in 1931 to Kazakhstan together with his family. Joseph Paulina and Paulina Werth (and their son Johannes) were part of a train of 30000 ethnic Germans who were gathered during the collection process and thrown into an area in the middle of Kazakhstan steppes at the end of the cold winter 1929.
Joseph Werth began studies for the priesthood under cover in Lithuania under the guidance by a leader from the underworld Jesuits and also admitted him to the Lithuanian Province of the Society of Jesus. Then he finished study at the Seminary of Kaunas. In 1984, Father Werth was the very first Roman Catholic priest ordained since the 1930s in the Asian part of the former Soviet Union.

At least fourteen are from the United States.
The Apostolic Administration of Siberia was divided in 1999 into the Apostolic Administrations of Eastern and of Western Siberia, and the Apostolic Administration of Western Siberia was elevated in 2002 to the rank of a diocese, the Diocese of Transfiguration in Novosibirsk. The center of his diocese is at Novosibirsk, the capital of Siberia, where the cathedral stands. He has sent church workers to the largest cities of Siberia, as well as many towns with sizeable Catholic populations.
He worked as a pastoralist in Aktyubinsk, Kazakhstan from 1984 until 1988. The pastor was reported to be very successful in his ministry at Aktyubinsk that communists exiled him from the city in the year 1988.
