Milligan-Whyte serves as the Chairperson of the Reinsurance and Finance Center, an think tank established in the year 1984 by Whyte DaiMin Investments Limited, which works with government agencies and both international and indigenous broking and underwriting firms that operate in the Chinese insurance and market for reinsurance. He advised and served as a director of several insurance companies from 1984 to in 2008. He was named as Chairman of the Ad Hoc Committee Advising Bermuda’s Minister of Finance on Reinsurance and Insolvency Law and was a participant in the Bermuda Law Reform Commission as well as of the United States’ National Association of Insurance Commissioners’ Advisory Council , which is revising the United States’ Model Insurance Act.
