Prior to his time at Heritage, Richwine worked briefly at the American Enterprise Institute; while there the institute, he published the book review in The American Conservative criticizing Richard E. Nisbett’s book Intelligence and How to Get It. In 2010 he published two pieces on criminality and immigration for the magazine online AlternativeRight.com as a response to the Ron Unz essay covering the same subject published in The American Conservative. A study co-authored with Richwine about the economic costs that illegal migration imposes was made public from Heritage Foundation, Heritage Foundation, former Washington Post reporter Dylan Matthews found the dissertation and published a blog post on the subject on May 8th 13. Richwine claimed that Hispanics and blacks are cognitively inferior to whites, and they have difficulty integrating due to the genetic predisposition that is believed to cause lower IQ. Richwine quit the Foundation on May 10 2013.
A subsequent study from Heritage Foundation Heritage Foundation released in 2013 and of which Richwine is co-authoring with Robert Rector, claims that the immigration reform bill that was being considered by the U.S. Senate would cost the federal government $5.3 trillion. In a scathing critique in May 2013 Dylan Matthews wrote for The Washington Post: “The study represents the most notable attack on the reform effort to date from a conservative group … So does the Heritage estimate hold up? Not really. They make a lot of curious methodological choices that cumulatively throw the study into question. It’s likely that immigrants would pay a lot more in taxes, and need a lot less in benefits, than Heritage assumes, and that other benefits would outweigh what costs remain.”

Richwine obtained an undergraduate degree in mathematics as well as political science at American University, graduating in 2004. He continued his studies at Harvard University, where he obtained his PhD in 2009 in the field of public policy with a dissertation titled “IQ and Immigration Policy”.
