Huang, 40 years old, returned to China and founded the Century Golden Resources Group. In the midst of a boom in commercial property in Southern China, Huang’s company formed a joint venture partnership with Fuzhou to construct his first project, Guotai Tower. In the following three years, Huang added more commercial properties. He also began to build residential properties during this time, before 1994’s new restrictions on commercial development. Huang didn’t rely on outside financing and preferred to invest his own capital. He was Fuzhou’s largest private developer.
In 1998, he refocused his efforts on Beijing as a developer. He supported the Shiji Jiayuan housing project, and then he invested Rmb17billion in the Century City project. He completed the Beijing Golden Resource Shopping Mall in 2004. It was located next to Century City, which is a residential neighborhood. The same model was used in Kumming, Changsha and Guiyang.
According to the Financial Times, he played a “central role in the revival of his country’s ties with the Philippines.” He funded drug treatment centers during the administration of President Rodrigo Duterte in 2016. Both treatment centers were hailed by Duterte as a sign of Chinese friendship, with Huang not offering details, and saying he was funding the centers to improve ties between the two nations. According Duterte, Huang did not ask for anything in return for the mega facility.
