Panter was born in Croydon in Surrey. He spent most of his childhood in Kettering in Northamptonshire. In 1971, he began a one-year course in art at Northampton College. He began his studies in fine art at Coventry’s Lanchester Polytechnic (now known as Coventry University).
He met Jerry Dammers in his second year at Lanchester Polytechnic and they formed The Specials. They began playing in Coventry clubs and bars before releasing their first single, “Gangsters”, on their own label (2-Tone). Panter played with The Specials after their 1981 dissolution. He also played with Ranking Roger and Dave Wakeling from the original Beat. The Specials were reformed in the 1990s. Panter joined Neol Davies of The Selecter in forming a Blues band called Box of Blues. He is now a permanent member of The Reformed Specials as well as a member of the blues combo ‘Blues 2 Go. He also performed with Malik & Pettite, formerly The Tones. He is currently putting together a ska band called ‘The Uptown Ska Collective. This orchestra will start touring in 2014.
