He entered National Teachers College Kyambogo in 1975 to complete the two-year Diploma of Education. Makerere University awarded the diploma. In 2001, however, NTCK was merged with other institutions to create Kyambogo University.
Sengendo holds a Bachelor of Arts degree (BA) from Makerere University, and a Master of Arts degree in Human Geography (MA) from the University of Leeds in 1987. His doctorate in urban planning (PhD) was earned in 1992 from the University of Nottingham.
