Stratton was a Cherokee Nation enrolled member and was born in Muskogee on December 6, 1950. His family moved to Oklahoma City at the age of five. He graduated from John Marshall High School. He was awarded a geology scholarship to the University of Oklahoma and received a bachelor’s degree in geology from the University of Oklahoma in 1973. He was also a graduate of the University of Oklahoma Army R.O.T.C. He was also a distinguished military veteran. Later, he attended the University of Oklahoma law school where he received a 1976 juris doctorate in law degree. He was also a member of American Indian Law Review. After graduating from law school, Stratton was active duty in the U.S. Army. He then moved to Albuquerque, New Mexico in 1977 to start the private practice of legal services with the law firm, Coors, Singer and Broullire.
1986 saw Stratton elected to the office as New Mexico Attorney General. Since 1928, he is the only Republican to hold that office in New Mexico. Stratton served one term as New Mexico Attorney general under the New Mexico Constitution. He did so from 1987 to 1990. During his term, Stratton was Attorney General and brought cases to determine the constitutionality or collective bargaining in the public sector, the legality of actions taken by the Public Employees Retirement Board, as well as other issues. Stratton was Attorney General and successfully argued Cotton Petroleum v. State of New Mexico in front of the U.S. Supreme Court. Stratton also represented New Mexico consumers in the largest ever consumer action before the New Mexico Attorney General’s Office. He won a $1.2million settlement for the state and the consumers.
After being nominated as Chairman of the CPSC, Stratton resigned as Chairman and President of the RGF and severed all ties with the organization. After Stratton’s departure in 2002, Messenheimer continued operation of the organization which is now run by President, Paul Gessing.
Stratton was nominated by President Bush to be Chairman of the U.S. Consumer Product Safety Commission (CPSC) in March 2002, confirmed for the position by the U.S. Senate on July 25, 2002, and sworn in as Chairman on August 2, 2002. He served in that position until resigning effective July 15, 2006. During his term at the CPSC Stratton oversaw the revamping of the CPSC website, [www.cpsc.gov], the establishment of [www.recalls.gov], the promulgation of the first major regulation by the CPSC involving mattress flammability, the establishment of a retailer reporting model for retailers reporting dangerous products, and the establishment of the CPSC Office of International Programs. Stratton implemented the first memorandum of understanding with AQSIQ in China where he held the first Sino-US Consumer Product Safety Summit in 2005. The CPSC Office of International programs went on to implement memorandum of understandings with the largest U.S. trading partners including India, Canada, Mexico, the European Union, Taiwan, Korea, Israel as well as others.
Stratton, then 27, ran for a seat at the New Mexico House of Representatives’ in Albuquerque’s district 29. He was a Republican. The House Majority Whip won by a margin of 56%-44%. After being reelected three more times to the New Mexico House, Stratton served a total four terms. Stratton was a member of the Judiciary and Energy and Natural Resources, Rules and Transportation Committees during his time in the New Mexico House. In 1985-86, he was the Chairman of Judiciary Committee and Vice Chairman of Energy and Natural Resources Committee. Stratton co-sponsored or sponsored numerous criminal justice legislations while he was in the legislature. Other legislation that sought to lower taxes and limit state government’s size and scope was also supported by Stratton. Stratton was also a member of a number of committees while in the state legislature. These included the National Conference of Commissioners on Uniform State Laws and the New Mexico Judicial Counsel. Stratton was the American Legislative Exchange Council’s Legislator-of-the Year for 1981.

Harold Duane “Hal” Stratton, Jr. was born December 6, 1950 and is currently a lawyer in Albuquerque with Brownstein Hyatt Farber Schreck LLP. He has a long history in private law practice. He was also the New Mexico House of Representatives (1979-1986), the Attorney General of New Mexico (1987-1990), and the Chairman of U.S. Consumer Product Safety Commission (192002-2006).
Stratton spent his final semester at law school working for the Oklahoma City Municipal Counselor’s Office. He prosecuted DUI cases and tried two jury trials. After graduating from lawschool, Stratton went to Albuquerque, New Mexico, in 1977 and became an associate at the law firm, Coors, Singer and Broullire. Stratton, along with Mickey Barnett (a former state senator), formed the law firm of Stratton & Barnett in 1984. This was the foundation for the New Mexico Attorney General position. After leaving New Mexico Attorney General’s Office in 1991, Stratton founded a law firm called Stratton & Cavin along with Sealy Cavin. This was until 2002, when Stratton left to become Chairman at the CPSC.
In 2000, Stratton, along with economist and former economics professor, Harry Messenheimer, founded the Rio Grande Foundation (RGF). The RGF was founded as an academic free market think tank to provide economic research for decision makers in New Mexico. The RGF website states:
