Horton was part of the Australian coxless team in 2015 and competed at the senior level alongside Molly Goodman. They took part in two World Rowing Cups in Europe before competing at their 2015 World Rowing Championships in Aiguebelette and achieving an international ranking of thirteenth.

Horton was the first to make her Australian official debut the age of eighteen in 2013 . Her performance was impressive in 2013. She took part with her first race in the Australian female senior 8 race to medals in the World Rowing Cup I in Sydney and also in coxless together with Jessie Allen to fourth place at the U23 World Rowing Championships in Linz and win the bronze medal in the 2013 Junior World Rowing Championships in Trakai, Lithuania. In 2017 as an Olympian and in her fifth year of national representative selection Horton was still eligible to race underage and was selected in the Australian quad scull which won a silver medal at the U23 World Rowing Championships in Plovdiv, Bulgaria. With Harriet Hudson changed out for Leah Saunders, Horton, Rowena Meredith and Caitlin Cronin also raced to medal placings at two World Rowing Cups in 2017 and then at the World Championships in Sarasota, Florida. The young crew took on a tightly packed field in the final at Sarasota and were fourth at the halfway mark with Poland in the lead followed by The Netherlands. As the crews sprinted for the line, the Australian quad featuring three senior team debutantes other than Horton, dropped back and finished in sixth place.
